IV68914: ON CHANGE WORKFLOWS ARE IGNORING META DATA CHANGES MADE TO SECTION ACTIONS.

Error description

• A simple test package was provided by the customer, which has a
  BO, form, query and 3 workflows. We have the following scenario:
  1) There is a workflow that disables the action button.
  2) Typing a value into the field and tabbing away DOES enable
  the button.
  3) Data entry into the field should not be re-enabling the
  action; there is no call or action that should be triggering
  that.
  4) It appears  that there is some form of platform bug or quirk
  where touching a field that has been touched by a metadata task
  gets changed without specific action.
  

Local fix

• no workaround.
  

Problem summary

• In the case of refresh action, the platform still neds to call
  the Form Rendering service instead of refresh Form Rendering
  service, because the refresh service doesn't check the
  gui_instance table and doesn't applu the changed properties.
  

Problem conclusion

• Fixed an issue where tab out of a field will cause the metadata
  changes not being honored.   This fix is targeted for the
  1H2015 release, as well as targeted for the 3.4.1.2 fix pack.
