Error description

• Error Message: Error Message: The JVM writes certain runtime
  messages to theoperating system log.  On Linux, this is the
  syslog; on Windows it is the event log.When the operating system
  has been configured to use a differentcharacter encoding, for
  example Shift_JIS (Japanese), the logmessages should be printed
  using the specified characterencoding.  However, they are in
  fact always written in UTF-8.

Local fix

Problem summary

• The problem occurs when the JVM writes messages to the operating
  system event log, and the system is configured to use a
  non-ASCIIcharacter set.  The problem is most evident when using
  a double byte character set such as Shift_JIS.
  

Problem conclusion

• The JVM has been updated to write to the operating system log in
  Unicode (Windows) or the correct character encoding (Linux).
