Problem conclusion

• Added a configurable properties file.  This allows the ITNM
  event gateway to read the file, allowing a configurable timeout
  (other than the default 60 seconds) for inter-process
  communications with the Object Server.
  The new properties file NCP_G_EVENT.props will be installed in
  $NCHOME/etc/precision/
