Local fix

• Ensure that the command line contains only valid UTF-8 symbols
  

Problem summary

• Error handling for invalid UTF-8 command line input attempts to
  use system properties before they are initialized
  

Problem conclusion

• This defect will be fixed in:
  5.0.0 SR16 FP3
  .
  The Java VM has been updated to avoid throwing an error if the
  com.ibm.IgnoreMalformedInput system property is accessed during
  VM startup.
