Local fix

Problem summary

• The IllegalArgumentException was thrown while DBCS EBCDIC
  decoder decodes the data. Exception occurred due to the improper
  positioning in the decoded array of non-zero offset.
  

Problem conclusion

• This defect will be fixed in:
  7.0.0 SR6
  .
  The JDK has been updated to set the position appropriately while
  decoding arrays with non-zero offset of NIO DBCS EBCDIC Decoder.
