  the compiler produces an internal compiler error in xlCentry.

  Users using the -qlistfmt=xml=all option can be affected by
  this issue.
  
  PROBLEM DESCRIPTION:
  The compiler produces an internal compiler error when users
  specify -qfmt with ipa and xplink at optimization.
  

Problem conclusion

• The fix is to detect an improper transformation report in an
  earlier stage so that the compiler can handle it correctly
  instead of producing an internal compiler error and
  terminating.
