Local fix
Insert the value into config.properties, either in NcPollerSchema.<domain>.cfg or via OQL ncp_oql -domain <your_domain_name> -service SnmpPoller "update config.properties set EnableThrottling = 1;"

Problem conclusion
Information on SNMP Helper throttling was added to the Configuring section of the documentation. The Discovery and Polling engines both user the SNMP Helper, and therefore links were added in the documentation from the relevant discovery and polling topics to the new topics that describe throttling and how to activate it.
