IV37120: OPEN WO AND PM REPORT SHOWS SAME NEXT DUE DATE FOR ALL SELECTED PMS

Error description

• When running this Open WO and PM report (open_wo_pm.rptdesign)
  for a selection that includes multiple PMs, each reported Next
  Due date will be the same date.
  
  To replicate in demo database:
  
  - Run the OPEN_WO and PM report against asset "TRACK 1", site
  BEDFORD
  
  The report will show 2 PMs - 1017, 1018 and the next due date
  will show as 2011-03-24.  But, for PM 1018 it should be
  2012-12-20.
  
  
  In the clients test, he had 30 PMs and each showed the same Next
  Due Date.
  
  We believe the issue is caused by the use of the sql function
  "over()" in the query.  This was added to the report in 7.1.1.5
  and is still in place as of 7.5.03.

• change the query to correctly select records
