IV35462: 0 VALUE FOR $AMT CHARGED IN BIRT LABOR UTILIZATION REPORT

Error description

• Steps to reproduce:
  (tested in 7.5.0.2 and 7.5.0.3)
  - Open the Labor Reporting application
  - Enter a "New Row"
  - select Labor= WINSTON with Craft= MECH, Work Order= 1005,
  Regular Hours= 8 and select yesterday's date.
  - Verify that the amount in the "Line Cost" field is not null.
  - Save the record.
  - Go to the Labor application and Select Action / Run Reports.
  - Select the Labor Utilization report.
  - Enter Start Date= <2 days prior> and End Date= <today's date>
  and Labor= WINSTON. Run the report.
  - The Labor Utilization report shows one row for Labor WINSTON,
  which matches the hours entered earlier.
  - Yet the '$ Amount Charged" field shows value= 0.00 ...
  
  - If you apply this:
  Sum(LABTRANS.REGULARHRS* LABTRANS.PAYRATE) where
  LABTRANS.LABORCODE=:LABORCODE
  And LABTRANS.STARTDATE, LABTRANS.STARTTIME >=:StartDate
  And LABTRANS.STARTDATE, LABTRANS.STARTTIME <=:EndDate
  
  You should have a value matching the one in the Line Cost field
  in Labor Reporting (eg, $128.00) rather than a null value.
