Problem summary
When a region is stopped and restarted soon, the region restart using cicscp command may fail with ERZ038255E. The cicscp command fails with the return code of 6 and following error is observed on the terminal: ERZ038255E/0120: SFS operation 'sfs_GetVolumeInfo' failed with error (1997905996) SFS_COMMUNICATION_ERROR
Problem conclusion
The issue is observed due to stale bindings in sarpcd endpoint database. code is fixed to address the same.
