Local fix

Problem summary

  • When a method is optimized to have a few instructions remaining
    and there is no register used, we skipped register assigning
    altogether. However, GCMap is set up during register assigning.
    This can cause crash in BinaryEncoding phase when we use the
    GCMap pointer.
    

Problem conclusion

  • This defect will be fixed in:
    5.0.0 SR16
    6.0.0 SR13
    6.0.1 SR5
    7.0.0 SR4
    .
    Do register assigning no matter if there is register or not.
