  Abstract:        Document the ITM_ControlSignal event
  
  
  The Installation and Setup Guide for 6.23 needs to be updated to
  document what the new class name of ITM_ControlSignal.
  
  When using EIF forwarding, events are sent from ITM with the
  class name of ITM_ControlSignal after installing or upgrading
  to ITM version 6.2.3.
  
  This event was added in the code to handle the agent switching
  scenario from one TEMS to another so that the thrunode attribute
  is updated in OMNIbus with the new TEMS because we are
  suppressing the closing and re-opening of events when agents
  switch TEMS
  
  
  The Event Receiver will need to be upgraded at the same time,
  using the ITM 6.2.3 Situation Update Forwarder (SUF) package,
  in order for TEC/Omnibus to be able to correctly process these
  events.
