Error description

• v3.9-GA, FP1, FP2 - platform independent.
  
  In a distributed environment - for e.g.
  ServerA : ITNM Core except ncp_model
  ServerB : ncp_model & NCIM database
  
  When the broker (ncp_brokerd) on ServerA is restarted for
  whatever reason - the processes on ServerB notices a
  disconnection, but unable to re-establish connection with new
  broker instance upon restart.
  
  Following errors can be found in ncp_ctrl log of remote server:
