IV31711: ITNCM/ITNM DEVICE SYNC FAILS

Error description

• TNCM/ITNM device sync fails when ITNM API JVM arguments are
  missing from ITNCM start script itncm.sh.
  
  Environment  in which the issue happens TNCM 6.3.0.0 -> TNCM
  6.3.0.3, ITNCM 3.9 FP2 with TIP 2.2 and ITNM tarball 4.0.1.19
  

Local fix

• Add  $JVM_EXTRA_CMD_ARGS JVM argument to itncm.sh script e.g.
  
  nohup $JAVA_HOME/bin/java $JVM_EXTRA_CMD_ARGS ...
