Error description

• This APAR will be addressing two issues:
  
  1. enables Impact to send a message to a jabber chat room
  
  2. avoids 15 second delay when sending regular chat message

  Third party jabber communication package used by Impact was old
  and did not handle some communication with current jabber
  servers.
  

Problem conclusion

• Added recent third party Smack package for Impact to use for
  groupchat communication.
