  Can't add 2nd Funding to Project already associated with a
  Program

  Problem description
  This occurs when a Project is attached to a Program with only 1
  Funding
  source.  Tririga allows the funding to be attached once.
  However, if
  you want to attach addional funding, no records appear in the
  select
  area..
  
  Example:
  $1M Funding Source
  Program uses all funding
  2 projects:
   - P1: $250k
   - P2: $500k
  
  P1 should allow us to get an additional $250k but it does not.
  
  John Smart identified this as a defect and will present a
  resolution to
  AIG on 10/10.

  AIG is unable to properly display the correct funding that is
  allocated
  to a project.

• Designer discussed with client and provided information that was
  missing from the documentation.
