  Duplicate Scheduled Jobs
  
  Problem description
  We noticed that scheduled jobs have started to duplicate again
  with the work queue. I saw it on Sunday, but didn't want to
  delete so you could see the current state of the queue. I
  believe the issue is systemic database health issues.
  
  L3 Core has reproduced this issue internally and would like to
  submit a fix.

Problem conclusion

• Code has been updated to stop duplicate UOWs from being created
  when rescheduing a reoccurring UOW
