Local fix

Problem summary

• Under low memory conditions, heap allocations in the shutdown
  code could trigger an OutOfMemoryError.
  

Problem conclusion

• This defect will be fixed in:
  7.0.0 SR3
  6.0.1 SR4
  6.0.0 SR12
  .
  The Attach API code has been modified to avoid memory
  allocations during shutdown and suppress irrelevant
  OutOfMemoryErrors.
