Error description

• The customised stitcher, ReplaceDisplayLabel, directly accesses
  an external database to retrieve the info used for the display
  label. That data is formatted and added to the scratchTopology
  data.
  
  Following a database disconnection, the connection from the
  stitcher code is not successfully re-established.
  
  It also occurs only in some circumstances - simply disconnecting
  and reconnecting the DB server does not necessarily generate a
  problem, whereas restarting the DB2 server process (dbstop
  force; db2start) reliably causes a failure

Problem conclusion

• Added the standard 3.8 DB reconnection steps to the discovery
  stitcher library. From 3.9, this is already done within the db
  library.
