  For the following double byte charsets, the malformed characters
  were not ignored and appear as '?' in the output string while
  doing byte to char conversion.

Problem summary

• The failing charsets did not throw MalformedInputException while
  detecting the malformed byte streams and hence the
  IgnoreMalformedInput request was not processed.
  

Problem conclusion

• This defect will be fixed in:
  5.0.0 SR15
  .
  
  The JDK has been updated to throw the MalformedInputException
  while detecting malformed byte streams and thereby correctly
  process the IgnoreMalformedInput request.
  
  Implementing the fix to all DBCS codepages has a side effect.
  Hence, restricted the fix to MS936A. Other codepages will be
  considered on a case by case basis.
