Problem summary
According to IBM Globalization codepage standards, Tilde character can be mapped to either "\uff5e" or "\u301c" for Cp939 code page. In order to support alternate mapping, the new code page Cp939A is created to handle "\uff5e". So the default mapping for IO implementation should be "\u301c" to make it consistent with NIO side mapping.
Problem conclusion
This defect will be fixed in: 6.0.0 SR11 6.0.1 SR4 7.0.0 SR3 . JVM Cp939 IO implementation is updated to use "\u301c" as the unicode mapping for tilde character.
