Error description
if m_WriteTablesToCache is set to 1 and there are cache files available, disco will read the cache files and run the stitcher specified in failover.restartAction. The default stitcher is 'FinalPhaase' The 'FinalPhase' and subsequent stitchers require disco's engine to be running, but the cache start up is done before the engine is started so it hangs.

Problem conclusion
When cache is enabled it uses DDMExecuteRestartStitchers to call the restart stitchers. Stitcher has been fixed to resolve the issue.
