Error description

• Discovery of medium to large network is very slow. Performance
  is most effected in phase 3 of discovery.

Problem conclusion

• Dedicated IO thread created for those processes which poll for
  IO on sockets.
  This allows those processes to react faster to requests made to
  them via the socket.
  Added timestamp for agents, Helper server and Snmp Helper to
  track down problem.
  
  The resolution should combine this fix along with the fix in
  IV19196 for the IO thread handling.
