Error description

• This chance is part of the STIME crit sit and tracked under the
  following:
  Add new parameter for the VSATpoller to explicitly select the
  TIME of the first poll
  
  The requirement is that when operating multiple pollers so
  monitor a satellite link it must by possible to synchronize the
  batch times of those pollers. So that the bandwidth can be
  controlled and thus prevent costs being incurred by exceeding
  the bandwidth limits on the link.
