Local fix

Problem summary

• This crash was caused by a failure to allocate an object when we
  are not within a set_jmp region and therefore we simply return
  to the allocator with a NULL.
  

Problem conclusion

• This defect will be fixed in:
  7.0.0 SR1
  6.0.1 SR2
  WRT-V3 SR1
  .
  To avoid the arbitrary crash, we added code to recognize such
  case. It will print out an error message and then crash.
  Here is the message:
  "Out of native memory and no error handler is set"
  A full fix for the problem will be in dev.
