Local fix

Problem summary

• The problem occurred when the Decoder (inner class) of EUC_KR
  invoke a method of super class without initializing the index
  table of super class
  

Problem conclusion

• This defect will be fixed in:
  6.0.0 SR11
  6.0.1 SR3
  .
  Override the method in the inner class of EUC_KR so that method
  can be invoked from the same class and not from the super class
