Error description
When using the NDI tool (vacppndi) to do a 'Runtime Only' install (NDI tool option '-rte'), the installation fails due to the script accessing non-runtime files. To successfully install the runtime only, you must use the NDI tool shipped in this PTF, rather than previous NDI tools.

Problem summary
USER AFFECTED: Clients using the NDI tool to install the C++ or Fortran runtime only can run into this issue. PROBLEMDESCRIPTION: The NDI tool will try to access URT config files, which are not present during a runtime-only install.
Problem conclusion
The NDI tool has been modified in such a way that if the client requests a runtime-only install, do not try to access URT files.
