  PROBLEM:
  Test Cancel_Release (Parent and Children)
  
  After testing was completed, it was noticed that the Wait for
  Release
  task was closed (not cancelled) when the Release was cancelled.
  The
  Change went to Implemented.
  
  Another potential related issue - users need to be able to
  remove
  changes from a cancelled release, or there needs to be a warning
  or
  restriction so that changes can't be trapped in a cancelled
  release.
  Users may want to cancel the Change or move it to a different
  Release
