• Closed as program error.

Error description

• In current shared service UI,  assign user role UI to a
  deployed shared service is not available.
  The  assign user role UI is exiting in the vsys instance and
  vapp instance detail page.
  

Local fix

• The REST call works to assign a user role for a shared service
  instance.
