APAR status

• Closed as new function.

Error description

• When issuing a stop of the IBM Spectrum Control Data Server, the
  Data Server sometimes does not stop and returns the error "Data
  Server cannot be stopped".
  For this situation, the stop script -- stopTPCData.bat --
  has no kill option.
  A kill option should be added.
