  PROBLEM DESCRIPTION:
  The Rest service only allows UTF-8 swagger documents. This APAR
  allows UTF-16/32 with a byte order mark to be imported.
  

Problem conclusion

• The REST API now allows UTF-16 or UTF-32 Swagger documents to be
  imported.
