Error description

• While trying to increase the vCPU within a virtual system
  virtual machine the changes were not reflected (Jobs to perform
  the operation failed).

  virtual machine is in an error state - Caused by: CWZIP8003 The
  virtual machine is in an error state
  
  The PowerVC logs contained the error:
  
  ERROR powervc_nova.virt.ibmpowervm.hmc.lpar [...] NV-B264EF0
  Cannot resize virtual machine: [VM_ID]
  

Local fix

• A customer runs into this defect if they set a VM CPU to one
  of the following number. They can work around this problem by
  avoiding these numbers.

Problem summary

• PowerVM requires that the requested resize processing
  units per vCPU >= 0.1, code has been added to handle
  cases where the request does not satisfy that rule.
  

Problem conclusion

• A code fix is being provided in PureApplication System
  and BlueMix Local System version 2.2.3.0.
