IT19367: ORA-01841 ERROR CALLING AN ORACLE STORED PROCEDURE THAT USES THETO_TIMESTAMP_TZ FUNCTION ON A TIMESTAMP CHARACTER STRING

Error description

• An Oracle stored procedure is called from ESQL with one of the
  input parameters being a timestamp string.
  
  The stored procedure performs an insert operation and uses the
  Oracle TO_TIMESTAMP_TZ function to convert the character string
  to a TIMESTAMP WITH TIME ZONE datatype.
  
  The insert can fail with the following error:
  
  ORA-01841: (full) year must be between -4713 and +9999, and not
  be 0

• The product includes an updated level of the ODBC driver for
