The partner sends ASync MDN to IBM Sterling Secure Proxy (SSP),
which sends back to IBM B2B Advanced Communications.

IBM B2B Advanced Communications replies with a successful HTTP
200 response to the partner, but SSP does not send the
HTTP 200 response back to the partner.

The partner retries the same transmission many times as no
successful confirmation of the HTTP post is received.
