IT16751: Extreme slowness putting messages to queues.

Error description

• After applying fixpack 8.0.0.5, putting messages onto queues is
  very slow.
  
  MQPUTs take much longer than expected and trace of the
  responsible amqrmppa process shows many delays.
  
  The zsqMQPUT call takes many multiples of the 5 ms threshold to
  complete.  For example:

  PROBLEM DESCRIPTION:
  This problem occurred because of the side effect of a change
  made for AMQP activity trace in MQ 8.0.0.5. The change caused
  the queue manager often opening the mqat.ini file even for non
  AMQP connections.
  

Problem conclusion

• Appropriate code changes have been made to ensure the changes
  made for AMQP activity trace is restricted only to AMQP
  connections.
