Error description

• PCOM v12 License Manager interface needs to work like HOD using
  well known port numbers and HTTP 1.1 protocol

  IBM Personal communications would not send "ACTIVE" status when
  License Manager server is configured with HTTP 1.1 and failed to
  send the status information when the port information was not
  configured on URL parameter in the PCSWIN.INI file.
  

Problem conclusion

• IBM Personal Communications was using HTTP 1.0 format to send
  the license information to the server. This caused a failure
  when the server had HTTP 1.0 requests disabled. PCSCM.EXE code
  has been modified to send the request in HTTP 1.1 format.
  Additional code changes have been made to set 80 and 443 as the
  default ports for HTTP and HTTPS protocols.
  
  Fix scheduled for IBM Personal Communications 6.0.17 Refresh
  Pack and 12.0.0.1 Fix Pack
