IT13646: IBM MQ V8 EXPIRATION REPORT MESSAGE FAILS TO RESOLVE ALIAS QUEUE TARGET WHICH IS CLUSTERED. MESSAGE IS PUT TO DLQ

Error description

• Using IBM MQ, Version 8.0.0.4 on AIX 7.1, expiration report
  messages do not reach their destination. The report messages go
  to the dead letter queue of the queue manager with reason code
  2082 MQRC_UNKNOWN_ALIAS_BASE_Q (Unknown alias base queue).
  The destination queue for the report messages is an alias queue
  with a base queue in an MQ cluster.

  This happens in MQ Version 8.0 only. With older WebSphere MQ
  Versions like 7.0, 7.1 or 7.5 this configuration works.

  Uses attempting to send report messages using an alias queue
  definition that has a target queue which is a remote member of
  the cluster that the local queue manager is also a member of.

  PROBLEM DESCRIPTION:
  In previous versions of the product, it was specified when
  report messages were / were not permitted to resolve to objects
  that resided within a cluster configuration remote from the
  local queue manager.
  
  The options were removed in IBM MQ V8 and a calculation
  performed to determine the routing. In some cases, these
  calculations prevented name resolution to take place in
  accordance to the document Queue Name Resolution table in the
  Application Programming Guide specifically for report messages.
  

Problem conclusion

• the change made to IBM MQ V8 has been reversed to enable the
  correct name resolution to take place in line with the
  Application Programming Guides Name Resolution table (
