Error description

• tcr/cognos performance report fails with error:
  
  UDA-SQL-0219 The function "PM_SVC_TRANS_RATE" is being used for
  local processing but is not available as a built-in function, or
  at least one of its parameters is not supported.
  
  this error can be seen in the cogserver.log file.
