Problem conclusion
The changepasswords tool should show a specific error message in case the WAS WebServer security certificates are expired. PWTool.log will contain additional information about fixing the issue. Normally to solve this WAS certificate expired issue, you can search knowledgecenter for "Renewing a certificate in SSL" and you should find a procedure to renew the certificates.
