  All users of IBM Integration Bus V9 and V10 using the JMS Input
  node.

  PROBLEM DESCRIPTION:
  The JMS provider had a setting which meant the nolocal setting
  of true was not allowed when creating the subscription.

Problem conclusion

• An environment variable is introduced to allow the nolocal
  setting to be set to false.
  The environment variable is called MQSI_DURABLE_SUB_NOLOCAL_OFF.
