Error description
The mqsicreatebroker command gets an error message BIP2164 Permission denied for the 'FADLevel' of an existing Broker which may have been built as a multi-instance Broker with its registry data over shared file system. The mqsicreatebroker command is checking that the queue manager specified has not already been associated with another Broker. It iterates through the list of Brokers in the registry, and first checks the FAD level of the Broker to know the Broker version and the structure of the registry for that version. Once it knows the structure of the registry for that particular Broker version, it can look up the queue manager name for the check.

The only way it can do this is to go through the list of defined brokers and check the queue manager name for each broker as stored in the registry. If it cannot access the registry information for a particular broker, in this case a HA broker with the shared workpath being unavailable, then broker will throw an error BIP2164E. There are a number of resource name changes between WebSphere Message Broker and IBM Integration Bus Version 9.0. Problem conclusion
The product now provides an environment variable MQSI_SKIP_HA_BROKER_CHECKS to skip registry checking for HA brokers so that the creation of a local broker does not fail due to unavailability of the shared workpath.
