Error description
IBM Records Manager changed the date validation and conversion function to improve the performance in IRM 8.5 FP4. In previous version, it creates one new instance of SimpleDateFormat every time while validating/converting date string. To improve the performance,we create one static instance for sharing from FP4. But SimpleDateFormat is not synchronized.
