Problem summary

  *                      doing NPM collection on a NTRI physcial *
  *                      line.                                   *

  NCP issues a Read Error Log to the adapter when an NPM FORWARD
  is processed.  If NCP then wishes to transmit, it sees there
  is a command pending (Read Error Log), so it starts a Level 3
  PCI loop, waiting for the Read Error Log Interrupt from the
  adapter.
  
  This works ok for a real 3745 (even though the CCU is looping),
  because the TIC is another adapter.  In a CCL however, this
  can cause a problem because the looping CCU locks out the
  other thread that performs the TIC functions, so that the
  TIC is not able to present the interrupt in a timely manner.
  

Problem conclusion

• Code was changed to no longer loop, but instead set an
  indicator that will be used to PCI the transmitter when
  an SCB CLEAR is processed by the NCP.
