APAR status

• Closed as program error.

Error description

• Yesterday it was signed a new decree, and Brazil does not have
  daylight saving time anymore.
  
  So we need to be updated the lib below to support the new
  definition for time zone called America/Sao_Paulo:
  
  $NCHOME/platform/<platform>/lib/libicudata.so.<version>
  
  
  ** This is a similar issue as described in APAR IV90842 and
  IJ10801
  

Local fix

• Customers will only notice the problem when we reach date of
  the old definition.
  
  The current definition (before the change):
  Sunday, November 3, 2019 to Daylight Saving Time 1 hour forward
  from 12:00 am to 1:00 am
