Error description

• An access to a VTI timeseries table adds a fixed number to the
  optimizer costs.
  
  The optimizer doesn't consider if there could be an effective
  composite index access to the VTI
  (using the primary key of the base table) or that an access with
  "timestamp = date" is very effective too.
  
  This could lead to very ineffective query plans.
