IC98193: TIMESERIES RELATED UDRS ALLOCATE A LOT OF MEMORY WHEN CALLED REPEATEDLY FROM CURSOR

Error description

• If your timeseries application calls the TimeSeries UDRs like
  PutElem() or Transpose() repeatedly from inside a cursor, you
  may see the memory allocated by the session's pool is steadily
  growing. If you run 'onstat -g afr <sid>' to see the list of
  allocated memory fragments, you will notice very high number of
  'ralloc' fragments allocated in sqopvti.c or ddutil.c files:
