IC91605: QUERY WILL HANG WHEN USING SYSMASTER TABLE SYSLCKTAB WITH FILTER ON INDX COLUMN GREATER THAN OR EQUAL TO SIZE OF LOCK TABLE

Error description

• A query that involves the sysmaster table syslcktab with a where
  clause that includes the indx column will loop continuously and
  return no data with the value associated with the indx if the
  column is greater than or equal to the current size of the lock
  table. The query cannot be interrupted, nor the session killed,
  and the server must be restarted to remove it.
  
  Example:
  select * from syslcktab where indx = 20000
  
  If the value of the LOCKS onconfig parameter is 20000, and the
  lock table has not been extended, then the above query will
  hang. With a value of 19999 or less, the query will work as
  expected.
  
  The same problem will also occur when using a filter on the
  lk_id column of the syslocktab view.
