Setup.exe is detecting an administrator as a non-admistrator and not giving an option to create a new server.

STRRTC - 366687 AW / AW Circumvention: Logged in using a local account with Administrator rights.
Problem summary
5.3.1 setup seems to think that the user is not an administrator even though they have sufficient admin rights and it is not giving them an option to create a new server (only to join another server thru a client install).
Problem conclusion
Setup now gives the user a chance to proceed as an administrator during the setup. If they choose not to, setup confirms if they want to proceed with a client install (join).
