Error description

• While the Tivoli Storage Manger Client attempts
  to query the pending event, it sends it's port #
  to the Tivoli Storage Manager Server.
  The Server will register this port in the Server database
  and will use this port to connect to the Client.
  The problem occurs when the Server cannot find
  any expired event or any pending event while performing
  the query pending event operation.
  The client port will not be registered during this query.
  
  
  ACTLOG on the Server will show following:
  ANR8214E Session open with <IP:PortNumber>
  failed due to connection refusal
