Error description
Error Description: A personal communications user installed PCOM without 3270 emulation for 5250 connection. The user can not create a new 5250 session from session manager (pcsfe.exe). When the user presses the 'New Session' button on session manager, only a splash screen is shown. The screen disappears immediately. Also msgPCSCC040 is issued. PCSCC040 The Customize Communication dialog box is already open.

Problem conclusion
A flag to check for VT session install should be always turn off when operate in DBCS system locale. Fix scheduled for PCOM 6.0.7 Refresh Pack
